Descriptions for tender

The following is suggested descriptions for use in tender material. The majority hereof may be copied verbatim; wherever the text is red, consultant must supply information or make a choice.


District heating

Leakage protection system that monitors flow difference at the specified point in the installation, and issues an alarm and cuts off the protected installation when the flow difference becomes unacceptable. Further, using periodic asymmetric cut-off, the leakage protection system must detect seepage and e.g. primary/secondary leakage in calorifiers, and likewise issue an alarm and possibly cut-off the installation.
The leakage protection system must perform continuous or intermittent self-testing of associated components.
The leakage protection system must feature an alarm relay output, and volume impulse outputs for BMS (submetering).
The system must be based on flow measurement using static flow meters.
The combined head loss of all components of the leakage protection system muts be no bigger than 1mWc (10 kPa) at Qmax=[fill in].

If a ventilation system draws outside air through a radiator fed by district heating, add
EITHER:
The leakage protection system must be supplied with an outdoor temperature sensor for blocking tightness test at low outdoor temperatures.
OR:
The leakage protection system must accept a signal from BMS for execution or blocking of tightness test.

Energy Readout
Specify whether readout of energy transport from the leakage detection system is required, and - if known - the type of data interface.

Cooling water

Supply Water

Leakage protection system that monitors water usage at the specified point in the installation, and issues an alarm and cuts off the relevant protected installation when consumption becomes unacceptable.
The leakage protection system must permit monitoring with different sensitivities depending on time-of-day or an external control signal from BMS, burglar alarm, or other source.
The leakage protection system must allow override (force open) of the cut-off valve from a fire alarm system or any fire hose cabinets fed from the protected installation.
The leakage control system must feature a run-in facility for use in the event of permanent changes in consumption.
The leakage protection system must perform continuous or intermittent self-testing of associated components, and must keep a log of alarms and other events.
The leakage protection system must feature an alarm relay output, and volume impulse outputs for BMS (submetering).
For supply water, potable and pressurized water, the system must be based on flow measurement using static flow meters.

Holiday and Rental Homes

Leakage protection system that monitors water usage in the water main DN [fill in], and issues an alarm and cuts off the installation when consumption becomes unacceptable.
The leakage protection system must permit monitoring with different sensitivities depending on an external control signal from attached PIR sensors situated to cover the taps of the property.
The leakage protection system must perform continuous or intermittent self-testing of associated components.
The leakage protection system must feature an alarm relay output.
The system must be based on flow measurement using a static flow meter.

Water Aggregation
Riser Shafts

Fail-safe, stand-along monitoring system for water aggregation in difficult-to-inspect and/or infrequently visited locations, such as riser shafts and basement floor drains, which alarms out visibly and audibly as well as by alarm relay in the event of water aggregation by the sensor electrodes.
The system must be fail-safe so that it reports power supply, sensor and cable failures.
The sensor electrodes must be protected from galvanic corrosion by the use of an AC measuring current, and from chemical corrosion by gold plating of the sensor electrodes.
The system must have an uncommitted alarm relay output for the attachment of an SMS alarm transmitter.

Alarm Propagation
AERS

Alarms are conveyed as text message and/or e-mail to one or more duty officers.
Alarms may be distributed according to a preset duty schedule. A history (log) is maintained of alarms and acknowledgements from each attached leakage protection system.
Consumption is recorded, permitting inspection of any condition that caused an alarm.
After such inspection, it is possible to remotely acknowledge an alarm.
More alarm sources can be accommodated.
Consumption on any attached meter is recorded and may be visualized.
Consumption reports may be generated automatically or on demand and are forwarded by e-mail.
